Complete The Jungle Book quests to clear the curse from the Big Thunder Mountain Railroad Attraction and receive the quest "Drive like the Wind?" to start the questline that unlocks the first Cars Land area. You'll also need to unlock the path to Cars Land by clearing the curse from the upper-left plot in the Big Thunder Mountain zone.
