There are a few reasons why you may still be earning Character Tokens. You may be earning these Tokens if that Character has a Costume in the Costume Shop that requires those Tokens.
Additionally, Attractions with Enchantments available will drop Character Tokens all the way to that Character's maximum level requirements, just like Chests do.
