To use Power-Ups in battle, tap on Command Center, select the commander you want and tap on the "+" icon (the blue icon). Another way to use Power-Ups is to select the City or Renegade Base that you want to attack, tap on the "+" icon (the blue icon), and equip the Power-Up that you want.
