During the "Hiring Staff" event, with each attack against Renegades, players have a 15-20% chance to get a full Decrypted Map. The rules of the event were provided with the release of Update 9 in our Changelogs: "When you defeat Renegades and Renegade Bases, you may get an important map to a Renegade Hideout."
