The primary method of obtaining Lvl. 2 or Lvl. 3 items is by upgrading them (using the ""Upgrade"" icon in the Shop).  

Most unique items can be upgraded to Lvl. 10, thereby improving their stats and unlocking new abilities.

Lvl. 2 and Lvl. 3 versions of items can also be won in events.
