In order to bypass the issue, you'll need to remove the blockers on the NPC's path:

For Rapunzel, remove the blockers in the entrance to the Sundial Island.

For Gaston, remove the blockers in the entrance to Gaston's Camp.

For Mickey, remove the blockers in the entrance to the Secluded Beach.
