To move forward, you'll need to find and speak with her inside the Knight's Trial area. If you're looking for her outside of that specific location, the dialogue option won't appear.
Head back into the Knight's Trial, and you should be able to continue the quest from there! Please also make sure that quest is tracked when you enter the Knight's Trial in the Fallen Fortress.
