We recommend completing Pocahontas’s level 10 quest first. Once that quest is finished, you should be able to return to Donald’s quest and fish in the orange bubble spot without any issues.
I can't catch the catfish in the ocean, it does not let me cast the fishing rod into the orange bubble spot, where Donald said the catfish is.
