This quest has a total of 5 poles, and each one is reserved for a specific flag color, which is placed later on in the quest. 
For the orange flag specifically, please try the pole located on the left side of the map in the Nectar Apiary biome. This should allow the flag to attach correctly and let you progress with the quest.
