If the bees don’t move to the flowers in “A Wishful Invitation” on Wishblossom Ranch, please note that this step only progresses after you first pick up the note near the Ruins, where Snow White is standing (the quest text asks you to check the Ruins near Snow White).

Once you collect that note, return to the bees and flowers: the bees will then move correctly and you can continue the quest.
