Thus if you are underage according to your country's regulations, you won't be able to create your own chat or to communicate in the chat of the club you joined. If this is not the case for you, it could be a restriction within your Microsoft account. Please go to your Microsoft account settings: https://account.xbox.com/en-US/Settings?wa=wsignin1.0&activetab=main:privilegetab and change the "Others can communicate with voice, text, or invites" setting to "Everyone."
