You are most probably trying to interact with the wrong stalls near the big sandstorm in the middle, while you should be repairing the broken stalls in the South Market area (on the right side of the map near the area where Aladdin is located). Go find Aladdin and Jasmine and you'll find the broken stalls in the same area. 

Those three broken stalls can be repaired without any issues.
